PACT (the UK screen sector's trade body) assesses Film, TV, Animation, and Visual Effects applications on behalf of Arts Council England. This path is only open to the Exceptional Talent category — there's no Promise variant for screen. Awards weigh heavily: Academy, BAFTA, Golden Globe, Emmy.
What your pack must include.
- Three recommendation letters from senior industry figures (producers, directors, commissioners) — ideally at least one from outside your country of origin
- Evidence of a 'main award' win or nomination: Academy, BAFTA, Golden Globe, Emmy, or equivalent major festival
- Documented creative leadership on internationally distributed film or TV — not just participation
- Portfolio showing significant screen credits across multiple productions
- Media coverage in respected trade publications (Variety, Screen Daily, Deadline, Hollywood Reporter)
- Up to 10 supporting evidence items mapped to the PACT/ACE criteria
The signals that actually score.
- ✦Creative leadership roles: director, writer, lead producer — not crew-only credits
- ✦International distribution: work seen outside the UK and country of origin
- ✦Major-institution awards: strict about what counts as 'main' — niche festival wins downweighted
- ✦Sustained track record: multiple productions over 5+ years, not one hit
Where applications fail.
- ×Local or regional productions as primary evidence — PACT specifically requires international reach
- ×Festival circuit wins that aren't in PACT's recognised tier
- ×Crew / technical credits without a creative leadership component
- ×Letters from peers instead of senior industry figures
- ×Confusing 'worked on an Oscar-nominated film' with 'personally creative-led work that earned that recognition'
